In October 2007, the USFWS published the Final Rule changing the regulations governing handling of birds trapped in buildings. The change allows removal of migratory birds (other than federally listed threatened or endangered species, bald eagles, and golden eagles) from inside buildings in which the birds may pose a threat to themselves, to public health and safety, or to commercial interests - without a Federal permit.
